Applying for approval as a producer compliance scheme

Producer compliance schemes exist to help their members comply with the Waste Electrical and Electronic Equipment WEEE Regulations (WEEE Regulations).

They offer expert advice, guidance and instructions on the WEEE Regulations, as well as cost-effective recycling solutions.

If you want to operate as a producer compliance scheme you must seek approval from the appropriate authority: 

  • Environment Agency (for England and Wales)
  • Scottish Environment Protection Agency
  • Northern Ireland Department of the Environment.

When to apply

You need to apply between 1 July and 31 August in the year before the first year you want to operate as a producer compliance scheme.

If approval is granted you will have to send us an updated operational plan on an annual basis.

Data, reporting and evidence

When a producer joins your compliance scheme you need to ask them for data every quarter on the types and quantity of new electrical and electronic equipment (EEE) they have placed on the UK market.

This data will then be used to calculate their financial responsibility for treating and recycling household waste electrical and electronic equipmen (WEEE).

You then pass this data on to the appropriate environment agency, along with information on how much WEEE has been collected from designated collection facilities.

At the end of each compliance period, you must provide evidence to the appropriate agency to show you have met the treatment and recycling obligations of your members. The evidence will come from Approved Authorised Treatment Facilities (AATFs) and Approved Exporters of WEEE.
